The 2026 Data and Privacy Benchmark Study indicates a profound shift in how organizations manage and protect their data, highlighting the necessity of robust privacy frameworks and effective data governance structures.
The survey, which involved 5,200 IT and security professionals across 12 countries, shows that nearly all companies are expanding their privacy programs. An astonishing 93% plan to invest further in these initiatives, recognizing that effective data governance is essential for innovating responsibly. For small business owners grappling with the complexities of AI integration, these findings underscore the need for timely action to remain competitive in an increasingly automated marketplace.
One of the key benefits identified in the report is that 96% of organizations believe a strong privacy framework fosters agility and innovation in AI applications, while 95% affirm that it builds customer trust in AI-driven services. Such trust is vital; for smaller companies, where reputation can greatly influence customer loyalty, maintaining transparency about data handling practices is crucial. The study shows that nearly half of all organizations find transparent communication about data usage to be the most effective way to instill confidence among customers.
However, while a positive movement toward privacy governance is emerging, many small businesses face practical challenges. A significant 65% of respondents encountered difficulties in efficiently accessing high-quality data necessary for AI applications. Establishing an effective data governance structure remains elusive for many. Although 75% reported having a dedicated AI governance body, only 12% felt those structures were mature. The study reports that 81% of organizations are grappling with increasing demands for data localization, which can add costs and complicate service delivery across markets. Eighty-five percent of respondents indicated that these localization requirements limit their ability to offer seamless services. This is particularly concerning for smaller businesses that rely on both domestic and international markets to sustain growth.
The push for harmonized international data transfer rules reflects a broader recognition that the benefits of AI can only be fully realized with more consistent data regulations. Eighty-three percent of respondents advocate for such a framework. Harvey Jang, Cisco’s Vice President and Chief Privacy Officer, points to the economic necessity of this shift, stating, “They recognize that global consistency is an economic necessity to ensure data can flow securely while maintaining the high standards of protection required for trust.”
